about Tim S. McClain
Tim McClain has over 35 years of experience in law and executive leadership and management positions. He served as General Counsel for the U.S. Department of Veterans Affairs (VA) from 2001-2006, a Senate-confirmed Presidential appointment position, serving two Cabinet secretaries and managing an office comprised of nearly 400 lawyers with offices across the United States. In 2005, Tim also served concurrently as the Chief Management Officer for VA with overall responsibility for the department’s budget formulation and execution, procurement policy and acquisitions management, real property acquisition and management, and business process oversight. As General Counsel, Tim was directly involved in advising VA’s Secretary and senior leadership on issues related to the nation’s largest integrated health care delivery system, federal health care policy, appropriations, major construction, issues related to BRAC, legislative and regulatory issues, and Congressional relations.
Tim was personally involved in negotiations with hospitals and medical universities in New Orleans following the destruction of VA and other public and private medical facilities by Hurricane Katrina. He negotiated an agreement with Louisiana State University and the Tulane Medical School to jointly plan construction of a shared-use facility in downtown New Orleans. He also was involved in planning a joint-use facility in Charleston, South Carolina and stand-alone hospital facilities in Las Vegas, Nevada and Denver, Colorado.
Prior to his appointment as General Counsel, Tim was a litigation partner in a small firm in La Jolla, California. In 1996 Tim joined an international management consulting firm and provided management advice to senior management at Fortune 500 companies in the United States, the United Kingdom, Argentina, Spain and Mexico.
Tim is a 1970 graduate of the U.S. Naval Academy, Annapolis, Maryland, where he earned his BS, and received his JD in 1978 from California Western School of Law, San Diego, California. He is admitted to practice in the District of Columbia and California.
